Update almost all dependencies

Recreated lockfile and updated most major versions.

Notes:

• I couldn't update snake-case from v3 to v4 because v4 is ESM only
• I couldn't update @typescript-eslint/parser, @typescript-eslint/scope-manager, @typescript-eslint/eslint-plugin from v5 to v6 because it caused a failing test case in the no-empty-glimmer-component-classes rule and in tests/lib/rules-preprocessor/gjs-gts-parser-test.js
