Luckily, `reportUnusedDisableDirectives` is already stored as a severity level in much of the underlying code.

- `lib/cli.js` - convert ``--report-unused-disable-directives` and `--report-unused-disable-directives-severity` to `reportUnusedDisableDirectives`
- `lib/config/flat-config-schema.js` - support boolean or string value for `linterOptions.reportUnusedDisableDirectives`
- `lib/options.js` - support new options and types of values
- `lib/linter/linter.js` - normalize string or boolean for `linterOptions.reportUnusedDisableDirectives` to a severity string, add new default value of `warn` in phase 2
- `lib/options.js` add new CLI option `--report-unused-disable-directives-severity`
- `tests/lib/cli.js` - test the CLI options
- `tests/lib/linter/linter.js` - test the `reportUnusedDisableDirectives` config option
