GitHub introduced the ability to ignore specific updates back in May.
This PR should stop Dependabot flooding PRs with every minor and patch update of GitHub's own actions every day.

See fastify/fastify-basic-auth#66

Happy to roll out throughout Fastify repos.

If everyone is happy with this PR and it gets merged then I'll get started on making the same PR to the plugins.

Follow the lead of fastify/fastify#3451

No need to add the PR noise of every little patch or minor update to official GitHub actions. That just creates alert fatigue and drowns out actually substantial and/or important PR:s.
