update to use vite 3 for dev to fix websockets while running behind reverse proxy (ngrok) fix(client): wait on the socket host, not the ping host vitejs/vite#6819
update to 'official' vite-vue-2 plugin as the one we were using is no longer maintained https://github.com/underfin/vite-plugin-vue2/tree/master/#vite-plugin-vue2
