Fixes #3609

What this PR does / why we need it:
Calculation of max retry timeout for exponential backoff is wrong,
exponents should be started with 0, not -1.

Docs Changes:

LGTM.

https://docs.fluentd.org/output/webhdfs#retry_wait-retry_max_interval
This says the sleep interval can be up to approximately 131072 seconds.

But calc_max_retry_timeout returns half of that value
and this will cause a faster transition to secondary than expected.

This fix make calc_max_retry_timeout to return the correct value.

The patch in #3640 was still wrong, the expected one is

  c + c * b^1 + (...) + c*b^k

but the patch was

  c + c * b^1 + (...) + c*b^(k-1)

The patch in #3640 was still wrong, the expected one is

  c + c * b^1 + (...) + c*b^k

but the patch was

  c + c * b^1 + (...) + c*b^(k-1)

Before the fix and fluent/fluentd#3640 ,
the both of retry behavior and the document were wrong.

Actual behavior: `c + c + cb^1 + ... + cb^(k-1)` (k+1 retries totally)
Total calculation: `cb^(-1) + c + cb^1 + ... + cb^(k-2)`

### Impact
A remote code execution (RCE) vulnerability in non-default
configurations of Fluentd allows unauthenticated attackers to execute
arbitrary code via specially crafted JSON payloads.

Fluentd setups are only affected if the environment variable
`FLUENT_OJ_OPTION_MODE` is explicitly set to `object`.

Please note: The option FLUENT_OJ_OPTION_MODE was introduced in Fluentd
version 1.13.2. Earlier versions of Fluentd are not affected by this
vulnerability.
