What this PR does / why we need it:

The check did not work well with `<worker 0-N>` directive for
the following reasons:

 * When Fluentd starts up, supervisor performs sanity check on
   configuration by creating actual instances of plugins.

 * This check precedes SeverModule, which prepares various assets
   for workers (lockdir, RPC endpoints and shared sockets etc.)

 * Fluent::Plugin::Base dynamically overrides `system_config.workers`
   during start-up, and leaves the value > 1 only when `<worker 0-N>`
   directive is used.

Fix this issue by avoiding faulty sanity check in `configure()`.

When <worker 0-N> isn't specified system_config.workers is 1 on sanity check of supervisor so that this check doesn't return error.

### Impact
A remote code execution (RCE) vulnerability in non-default
configurations of Fluentd allows unauthenticated attackers to execute
arbitrary code via specially crafted JSON payloads.

Fluentd setups are only affected if the environment variable
`FLUENT_OJ_OPTION_MODE` is explicitly set to `object`.

Please note: The option FLUENT_OJ_OPTION_MODE was introduced in Fluentd
version 1.13.2. Earlier versions of Fluentd are not affected by this
vulnerability.
