What this PR does / why we need it:
Enables
trunk checkin the repo. trunk manages the discovery/installation/execution of a suite of linters, security tools, formatters, SAST component. The long term goal would be to clean up some of the bespoke tooling here around linting for a more formalized solution. Get better tool coverage, tool updates (without dependabot nags), caching, etc...Which issue(s) this PR fixes:
