This changeset adds basic Bazel support via `rules_kotlin`, along with `rules_jvm_external` to map in Maven dependencies.

This changeset adds basic Bazel support via
rules_kotlin, along withrules_jvm_externalto map in Maven dependencies. If there is any interest in this contribution I'm happy to clean it up to Google's standards.
