feat(spanner): update the api

#### spanner:v1

The following keys were added:
- schemas.CreateInstanceMetadata.properties.expectedFulfillmentPeriod.type (Total Keys: 1)
- schemas.UpdateInstanceMetadata.properties.expectedFulfillmentPeriod.type (Total Keys: 1)
