feat(alloydb): update the api

#### alloydb:v1alpha

The following keys were deleted:
- schemas.PscInstanceConfig.properties.allowedConsumerNetworks (Total Keys: 2)
- schemas.PscInstanceConfig.properties.outgoingServiceAttachmentLinks (Total Keys: 2)
- schemas.PscInstanceConfig.properties.pscEnabled.type (Total Keys: 1)
- schemas.PscInstanceConfig.properties.pscInterfaceConfigs (Total Keys: 2)
- schemas.PscInterfaceConfig (Total Keys: 5)

The following keys were added:
- schemas.Cluster.properties.maintenanceSchedule (Total Keys: 2)
- schemas.MaintenanceSchedule (Total Keys: 5)

#### alloydb:v1beta

The following keys were deleted:
- schemas.PscInstanceConfig.properties.allowedConsumerNetworks (Total Keys: 2)
- schemas.PscInstanceConfig.properties.outgoingServiceAttachmentLinks (Total Keys: 2)
