Add supported values of APISERVER, CONTROLLER_MANAGER, and SCHEDULER to logging_config

Add supported values of APISERVER, CONTROLLER_MANAGER, and SCHEDULER to logging_config. These values are supported after the GA of the feature of exporting GKE control plane log to customers.
