Fix tests failing on main

I merged the following three PRs without merging from main between merges:

• Ignore existing package hashes for providers lock command #31389
• terraform init: add warning and guidance when lock file is incomplete #31399
• terraform init: add link to documentation when a checksum is missing from the lock file #31408

One of them added a new event type, that then wasn't included in a test from an earlier one.

I've added the v1.2 label, so the backporting bot will also fix the same broken test in the v1.2 branch.
