The branch on line 180 was unreachable because plan.CanApply() returns the same value every time.

We're quite deep in the plan renderer here and many of these code paths don't have tests within the Terraform repo. If we're not confident the fix restores the intended behaviour, I'm happy to have a go at filling these in (possibly using tfexec).
