Coinbase changed API System some weeks ago

Coinbase recently changed the whole API system and process. Old keys are fine, but newly generated ones wont work anymore in Home Assistant.

Coinbase's docs imply that legacy keys can still be generated but I agree I can't get that to work. Hopefully this is another case of Coinbase missing something and it will be fixed soon. However, I will stick an alert up and look to see if we can move to the new system
