Add support for v3 Coinbase API

Proposed change

Coinbase appear to have stopped issuing API keys that work with the v2 API. This pull request implements checking is an API key is for v2 or v3 and handles each approriately. I propose to depreciate v2 APIs in the future once I have determined the best way to handle the migration (bit short on time at the moment sadly) so here we just concentrate of fixing v3 API keys not working.
