Replace pylint broad-except with Ruff BLE001

Proposed change

This replaces the Pylint broad-except rule with the Ruff BLE001 rule.

The difference between the rules is that BLE001 allows logging.exception in the except body as well, and so a lot of noqa entries are not needed anymore.
