Add new integration for Dio Chacon cover devices

Add a new integration for dio chacon covers named REV-SHUTTER (another PR will follow for dio chacon switches). Cf : https://chacon.com/en/
It is based on the api in : https://github.com/cnico/dio-chacon-wifi-api/. This project is new for this integration.

The API is in the cloud and the integration connects to it via a websocket. The devices have their state synced on the cloud and the integration receives updates of statuses via server side pushed events.
