Logs API endpoint

Description

Adding a "logs" endpoint which shows all steps, their configuration and their outputs or errors via REST endpoint.

Motivation

Users request a way to get the status/progress of a given run via UIs or APIs so they can query status programmatically. The existing run endpoint only shows "Running," but not progress or output of steps.
