In temporal-test262-runner we'd like to run the DateTimeFormat tests by default. This polyfill won't pass most of them until we migrate some more commits.
This test262.sh script isn't used anymore. Test262 tests are run using temporal-test262-runner, so we don't need to have test262-harness as a dependency.
This is so that GitHub won't send me mail every week about this.
