Related to jupyterlab/jupyterlab#13722 (issue jupyterlab/jupyterlab#13720), updates the default NodeJS version from 16.x to 18.x.

We discussed Node 18 at this past week's JupyterLab meeting and I didn't hear any objections to the upgrade, so let's try it for real.
