轮盘时间检查调度器 周期性检查器
按照轮盘设计，轮询线程执行一个轮盘循环后，检查过期时间，执行轮盘过期处理，用于定期清理某种任务，可用于周期性检测实体的生命周期，比如网络链接，游戏房间检查。
