Promote csi-attacher to v4.5.0 image and csi-provisioner to v4.0.0 image

Context:

Was dealing with the same issue for node-driver-registrar: kubernetes-csi/node-driver-registrar#359.
Which was fixed by @cmontemuino on #6256 🚀

But this is not the only csi image that was not promoted.

My Change:

Promote the csi-attacher and csi-provisioner images as well.

Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.
