fix event ref determination for apigroups #63913

The event ref determination was never updated to handle apigroups so it has been returning only a group (not a version).

@kubernetes/sig-apps-bugs

event object references with apiversion will now report an apiversion.

I think this should be

t.Error(err)
return

otherwise if the first subtest fails, it won't run the other one

t.Fatal calls runtime.Goexit()

I don't know how it works, but I just tried it. Calling fatal only fatals the subtest
