Description:
Downgrades the OTel-Go metrics SDK version from an unreleased version following v0.31.0 (containing open-telemetry/opentelemetry-go#2982) to the v0.31.0 release. We now have a copy of the Lightstep exponential histogram mapping and structure packages in
github.com/lightstep/go-expohisto.The repo cannot be upgraded to depend on OTel-Go v0.32.x (i.e., the new metrics SDK) because the Lightstep Metrics SDK depends on the v0.31.x OTLP gRPC metrics exporter.
