Updating data for api.NavigateEvent

Summary

The NavigateEvent interface has been updated in the spec, and Chrome. The changes are as follows:

• canIntercept - see https://chromestatus.com/feature/5194055716700160. Added in Chrome 105
• restoreScroll() - See https://chromestatus.com/feature/5029730789621760. replaced with scroll() in Chrome and spec. Needs deprecating/not standards track, removed in Chrome 108.
• transitionWhile() - see https://chromestatus.com/feature/5169970311856128 and https://chromestatus.com/feature/5194055716700160. replaced with intercept() in Chrome and spec. Needs deprecating/not standards track, removed in Chrome 108.
• canTransition - see above bugs for details. Needs deprecating/not standards track, removed in Chrome 108

Test results and supporting details

I have looked at the spec (https://wicg.github.io/navigation-api/#navigate-event-class), and confirmed the changes described above. I also looked through the Chrome source code and ran some demos, and confirmed the situation in the browser.
