Not sure if there's a way to get the character encoding of the shell output, or if we can just assume UTF-8?
Fixes gh-158

Test failed on windows system, where we have:

Default locale: en_US, platform encoding: Cp1252

probably can be reproduced if change encoding on local system

@slawekjaranowski I fixed the test for windows-1252 and I added a bunch of other ones to make sure encoding is correctly handled. Thanks in advance for looking into this.
