DefaultWatcher passes an absolute path to FileSystemWatcher.DispatchEvents where it expects a relative path.

Fix this by passing the relative path expected by FileSystemWatcher.DispatchEvents

This should fix #21677

`DefaultWatcher` passes an absolute path to `FileSystemWatcher.DispatchEvents` where it expects a relative path.  Fix this by passing the relative path that `FileSystemWatcher.DispatchEvents` expects.
