Marking as draft for 2 reasons:

  1. This PR depends on Cleanup remaining usages of deprecated random_tree in package #7411 - don't bother reviewing this until that one is merged!
  2. Since 3.3 was just recently released, it's probably worth giving a bit of cushion before 3.4 code removals in case there's a need for a patch release!
