The resulting libnghttp2.pc with RELOCATABLE_PKGCONFIG is something like

prefix=${pcfiledir}/../../
exec_prefix=${prefix}
libdir=${exec_prefix}/lib
includedir=${prefix}/include

instead of

prefix=/usr/local
exec_prefix=/usr/local
libdir=/usr/local/lib
includedir=/usr/local/include
