remove unnecessary vote requirements from charter (#1311)

Voting to add new members or to ask the CPC for charter changes is unnecessary if there is consensus. We have, to my knowledge, never actually needed a vote on either of these things. In all cases, consensus would have been sufficient, but votes were required by the charter.
