Remove support for Python 2 #36691

Python 2 died one year ago so let's only support the currently supported versions of CPython:
https://devguide.python.org/#status-of-python-branches

Roughly corresponds with nodejs/node-gyp#2300 and ~~nodejs/gyp-next#88~~

There is much more that could be done to simplify and modernize code paths given that Python 2 support is removed but this represents a solid start that disables booting under end-of-life versions of Python.

Are we alienating any popular/supported Linux distro releases that may only have Python 3.5 available, since support for that is being removed in this PR as well?

EDIT: It looks like at least Debian Stretch (supported until 2022) and Ubuntu Xenial (EOL is 2024) only have Python 3.5.

According to node's supported platform list, these distro releases are referred to as "tier 1" (which is still not clear as to whether it refers to compiliation or execution).

Is there a good place to document that some of the V8 tests still require Python 2? (If I understand correctly from the discussion above) (Not that I think that should block this -- seems like the kind of thing that could be done in a follow-up PR.)

I ask because I think people might get confused about how to get the tests to run on their machines.

(P.S. I'm just another person from the community, don't want to imply this question has a lot of weight behind it.)

Are people (other than those updating V8 in Node.js) actually running the V8 Makefile targets (e.g. test-v8)? Maybe the doc/guides/maintaining-V8.md file? It briefly mentions the target in https://github.com/nodejs/node/blob/master/doc/guides/maintaining-V8.md#backporting-to-abandoned-branches (in the context of running the CI job).

Are people [ . . . ] actually running the V8 Makefile targets

I honestly have no idea. But I think it'd be friendly to anyone interested in contributing around Node's vendored V8. I come from volunteering in the Mozilla world where it's implied unless otherwise stated that folks should just dive in.

I'm going to try running those tests locally to make sure I add accurate info to the docs, if any.
