I've just been tracking an issue relating to these down, as I'd thought they'd always been globals; is there any chance that this could be backported to 14.x?

Exposing new globals can be quite breaking, as sometimes user code assume the code is running in a browser when such global is available. Adding new globals to Node.js should always be considered semver-major. Node.js v14.x being in maintenance mode, introducing something like this is very unlikely, I'm personally -1 to do such a thing.
