dns: allow --dns-verbatim to change default dns verbatim #38099

Allow the NODE_DNS_VERBATIM environment variable --dns-verbatim --dns-order option to change the default
value of verbatim in dns.lookup().

Refs: #31566

We already have #37931 and #20710 to change the default verbatim in the future version
of Node.js. But I still want to submit this PR to see if we could accept using an
environment variable option to change the default value. As this is not a semver-major change,
it's also possible to backport it to Node.js v12 and v14.

This is useful when running Node.js in ipv6-only environments. When a domain
supports both ipv4 and ipv6, a http request to this domain would fail as it tries to
connect to the ipv4 address by default and thus emit an ENETUNREACH error.

Although we could change the family or add a customized lookup for http requests
to make them succeed in ipv6-only environments, it's nearly impossible as we have to
change all the code in third-party packages to make them work as expected.
(Actually, this is the scenario that I have encountered.)

Can we make this a CLI option instead, that way we can reuse NODE_OPTIONS?

I thought an environment variable could be "inherited" automatically in child processes so I chose it.

But, yes, NODE_OPTIONS is also an environment variable and a bad option could be checked by Node.js. I will make it a CLI option instead.

Would you mind to add a way to change this behavior in code as well, e.g. require('dns').verbatim = true.

This is a bit like http.maxHeaderSize while http.maxHeaderSize is a "read-only" property from the doc(can be reassigned but the actual value won't be changed). So I prefer to keep them consistent.

Those are read only because we could not allow them to be written due to some (old) limitations in http_parser. I think it should be made writable.

Thanks for the information :) Then my only concern is will such an api be too flexible but that's should be okay (let users decide how to use it).

Will add the require('dns').verbatim.

Would it be more useful to throw if the value is not a boolean rather than ignoring it? It the value is not a boolean, it's probably a mistake that users would want to spot.

Yes, that's better. But I'm afraid of introducing a breaking change here. Let's reconsider this in the future.

I think it's OK to do it in a possible breaking way as long as we don't land it in v15.x. Once it has landed in v16.0.0, we can backport it to v14.x (and v12.x?) without the breaking part.

We could still backport it without the argument validation. I volunteer to take care of the backport PR if that if that helps.

Allow the `--dns-result-order` option to change the default value
of verbatim in `dns.lookup()`. This is useful when running
Node.js in ipv6-only environments to avoid possible ENETUNREACH
errors.
