test: remove test-whatwg-events-add-event-listener-options-once.js #43877

This pr clean up below whatwg event test because they are implemented in js in the latest wpt repo :

AddEventListenerOptions-signal.any.js and AddEventListenerOptions-passive.any.js is marked as fail in test/wpt/status/dom/events.json, so I think it is not proper to remove those two test now.

I will reconsider cleaning up test/parallel/test-eventtarget-whatwg-passive.js and test/parallel/test-eventtarget-whatwg-signal.js after AddEventListenerOptions-signal.any.js and AddEventListenerOptions-passive.any.js is passed.

The current strategy is to reduce the scope of this pr to cleaning up only test-eventtarget-whatwg-once.js.
