stream: use es2020 statements to refactor codes

Thanks! What's the performance profile of this new pattern? Streams code usually sits in hot paths, therefore I prefer we avoid most of the syntactic sugar.

nonrelated to the changes but are the watch mode tests flaky? (looking at the logs it didn't pass given a timeout) cc @nodejs/tooling
