Main changes:

• Modified the jar task to allow creating a working jar. It's not a fat jar (it does not include dependencies)
• Fetch only "translated" terms
• Fetch only languages that are over 85% translated

Minor:

• Changed the xml encoding to lowercase "utf-8"
• Added editorconfig file to share some formatting rules
