feat(nx-dev): change "New chat" to "Clear chat" to avoid confusion, and open links in new tab

Makes a couple of UI improvement:

• Clear chat instead of New chat so the user knows that it will clear out current session.
• Open all links in new tab so we don't lose chat session.
