feat(core): allow setting true for changelog config to enable with defaults

Current Behavior

In order to enable project changelogs with default options, you need to set an empty object in your config. This is clunky and unintuitive.

Expected Behavior

In order to enable project changelogs with default options, you can set the relevant config to true.
