fix(release): ensure nx release publish --graph only includes projects with target

Current Behavior

The graph will be instantiated with all matching projects, which may not have the nx-release-publish target available.

Expected Behavior

The graph will only be instantiated with matching projects, which also have the nx-release-publish target available.
