feat(bundling): rollup should support ESM config files #21999

Current Behavior

Our @nx/rollup:rollup executor does not currently support ESM-based rollup.config files.
It also assumes that the rollup.config file will contain a function as the default export.

Expected Behavior

Support handling ESM-based config files.
Support object-based configs within config files
