fix(release): store rawVersionSpec on versionData

• Tracks rawVersionSpec on versionData to allow for utilities to e.g. revert source file changes for workspace/file references
• Fixes the type of newVersion on versionData to include null
• Misc refactors based on running the code through TS strict mode (when implementing the Rust version of this generator in monodon)
