feat(bundling): refactor rollup executor to perform single build for all formats #22436

This PR combines both esm and cjs builds into a single run. This change from two runs to a single run is will allow users to eventually run through the Rollup CLI instead of the executor, which is a prerequisite for Project Crystal.
