fix(repo): downgrade to macos-13 in publish workflow

Current Behavior

Publish workflow fails to build on macos-latest because of a node-gyp compatibility issue with the version of python which is on the macos-latest.

Expected Behavior

Publish workflow builds successfully for macos. This should be changed back once the node-gyp + python compatibility issues have been resolved.
