BREAKING CHANGE: args from period to space
(e.g., --env readable)

Also requires webpack-cli v4

Why

In webpack 4 they implemented env with a space rather than period: Enhance env flag support webpack/webpack-cli#1932
Webpack v4 cli is needed for v5 of webpack, but still works with webpack 4 - so upgrading cli first is best path forward.
