Modify homepage

Following Jerri's recommendation, modify the Open Austin homepage page to match the mockup

Notes:

• You can probably replicate the code for the project tiles from the projects page. Projects page; Liani doesn't know where the code is
• Image files for thumbnails are here

Just pushed a new PR to resolve most of the "Modify homepage" issues

New changes are in PR #100

Here's a preview of how the "Projects" page looks like now:

Made a new update on the site for this issue. Since new data has been added to the project, I made a new PR with the most recent changes added. 3 pictures where missing for the projects page so I put in placeholder images based on the Final Figma design for the website. And the Footer date for each webpage has been updated to.
