move all capi-installer periodics to release

Discussion from our office hours:

• Given the timeframe for wanting to make this default, 4x a day is maybe not enough frequency. We'd probably want at least 100 runs (maybe more) and do a comparison from the same time frame to terraform-based installs. At least for AWS and Vsphere.

• Identify any install path gaps from the list of jobs in https://amd64.ocp.releases.ci.openshift.org/releasestream/4.16.0-0.nightly/release/4.16.0-0.nightly-2024-05-08-222442 - is anything not tested yet? Looks like maybe FIPS and Proxy are missing
