Update Tech Preview Periodics

• fix powervs image to use ci image rather than nightly
• add vsphere techpreview ci periodic
• add aws techpreview nightly periodic

Not sure what's going on with the powervs image, so removing the change from this PR.

You need to make sure that you're pointing to an appropriate imagestream for the release that you're targeting:
i.e:
https://ppc64le.ocp.releases.ci.openshift.org/api/v1/releasestream/4.16.0-0.nightly-ppc64le/latest
Basically, there are no CI releases for ppc64le:
https://ppc64le.ocp.releases.ci.openshift.org/
