- adds new step to do day-2 config for internalTransitSwitchSubnet
- adds new step to do day-2 config for internalJoinSubnet
- job uses a clusternetwork manifest so that the cluster install will have a configured internalMasqueradeSubnet
- the job will run periodically using the CNO repo
