🌱 fix(cron/internal/data): rename Cactus to Cacti (#4111)

A couple of years back we've renamed the Hyperledger Cactus project to
Hyperledger Cacti and I wanted to make sure that this is reflected in
the OpenSSF reports.

There is no other change code change.
