thanks for the awesome project!
This is a simple PR, which adds a GitHub action to build docker images on tags and pushes and PR requests.
It won't push images when testing PRs.
It's based on the “publish docker image” action template by GitHub.
Unfortunately it only builds for x86_64, since there is no official chrome-alpine image yet(related Zenika/alpine-chrome#201)
